Convert a PS/2 Mouse to a Dual Wheel Encoder

| Use a clamp to hold the encoder by the disk. |

| Carefully slice the shaft off the disk. |

alignment is everything
The hard part is alignment. You should look at a "working" mouse and make sure that the relationship between sender LED, reciever device, and wheel are the same. The mouse chip is typically tollerant of some misalignment, but it is not magic.
